President Volodymyr Zelenskiy of Ukraine has identified a potential window for U.S. mediation to conclude Russia’s war in Ukraine, extending from the December 2024 G20 summit in the United States to the end of summer 2027. According to Zelenskiy, Ukraine has prepared a one-page document outlining ideas for a ceasefire and a U.S.-proposed free economic zone in the eastern Donbas region, to be administered by a third party, in consultation with U.S. and European officials. Zelenskiy emphasized that the ceasefire proposal is the primary focus, with the free economic zone representing a secondary component of the draft (Reuters).
The Kremlin has expressed skepticism regarding the feasibility of the U.S. proposal for a free economic zone in Donbas, arguing that the territory is formally part of Russia, thereby complicating the prospect of third-party administration. Russia maintains that any resolution must involve Ukraine ceding four claimed regions and addressing the conflict’s “root causes.” Zelenskiy noted that the draft proposal also encompasses the roles of the European Union and NATO, as well as Ukraine’s commitments to achieving a settlement, stressing that these ideas were developed collaboratively with American and European partners (Reuters).
